The Dover Union Free School District offers a variety of Special Education programs in the least restrictive environment to meet the needs of each student. The District offers special classes, resource room, collaborative classes, and related services (speech and language, counseling, occupational therapy, physical therapy). Additionally, the services of BOCES, NYS Education Department approved private schools and other agencies are utilized when needed. Early identification of the need for special services is vital and referrals to the Committee on Special Education and Committee on Preschool Special Education may come from parents, teacher, principals, counselors, and doctors.

Programs Offered

Resource Room

Resource room program means a special education program for a student with a disability registered in either a special class or regular class who is in need of specialized supplementary instruction in an individual or small group setting for a portion of the school day.

Collaborative Classes

Collaborative classes are classes with two adults in the room with general education and students identified as having special needs.

1-12-1 Classes

1-12-1 Classes have a special education teacher, up to 12 identified students, and one teaching aide.

1-8-1 Classes

1-8-1 Classes have a special education teacher, up to 8 identified students, and one teaching aide.

Homeschooling Information

Homeschooling is the education of children at home, typically by parents or guardians, rather than in a public or private school. The Dover Union Free School District shall ensure that children instructed at home are taught by a competent instructor and receive an education substantially equivalent to that offered in the district's schools. Homeschooling is an option for parents who wish to provide their children with a different learning environment than what exists in public and/or private schools. It is also an alternative for those families who are unable, for practical or personal reasons, to comply with the regulations of a public school.

Parents/Guardians who wish to educate their children at home must submit to the Superintendent of Schools, Dr. David Fine, a letter indicating their intent to home school. After the intent is received, the District will then require an Individualized Home Instruction Plan (IHIP) be completed, within 
10 days of receipt, outlining the goals to be met and the course materials and a syllabus to be used each year for the child's learning process (the letter of intent and IHIP must be completed each school year and for each child). The District may accept or deny an IHIP. Parents/Guardians must submit quarterly reports which will provide the District with the necessary information to make determinations of substantial equivalency and competency of instruction on an ongoing basis. Quarterly reports are to be submitted on, or before, the dates specified by the parent in the IHIP.
